IEM Joins Quanta and ATCO in LUMA Team to Transform Puerto Rico’s Electricity System IEM serves as the federal fiscal fund management and supports emergency management efforts. Research Triangle Park, NC, June 22, 2020 – LUMA Energy, LLC, a newly created company composed of ATCO Ltd. (ATCO) and Quanta Services, Inc. (Quanta) – and supported by IEM – was selected by the Puerto Rico Public-Private Partnerships Authority (P3) to restore, upgrade, and manage Puerto Rico’s electric transmission and distribution (T&D) system for a term of 15 years. “We are very excited about this opportunity to help create a more resilient Puerto Rico,” said IEM Founder, President and CEO Madhu Beriwal. “Through this partnership we will assist in the strengthening of the island’s electric grid and help improve quality of life for Puerto Ricans.” The announcement follows a competitive process of more than 18 months, involving some of North America’s largest utility providers bidding to transform, harden, and rebuild Puerto Rico’s electric grid following the devastation created by hurricanes Irma and Maria. LUMA is a customer-centric T&D operator that embodies transparency, integrity, safety, and operational excellence. IEM, supporting ATCO and Quanta, will provide federal funds management, as well as critical emergency management and crisis response support. IEM Puerto Rico is currently working with the Puerto Rico Department of Housing to address recovery needs from the 2017 hurricanes. IEM has overseen more than $51 billion in disaster recovery programs and supported more than 300 state, local, and territorial jurisdictions with a wide range of disaster management services. IEM has provided program and project management support to some of the largest recovery programs in recent years in states and territories impacted by hurricanes and flooding. This expertise will assist LUMA. With offices in San Juan and Aguadilla, Puerto Rico, IEM will contribute on island insights and be able to provide critical emergency management and crisis response support should a future disaster occur. “Our on the ground relationships with the people of Puerto Rico will be as asset throughout this project as we work with community leaders to help create a more resilient electric grid,” said Bryan Koon, IEM’s Vice President of Homeland Security and Emergency Management. ### About IEM As the largest woman-owned emergency management and homeland security in the world, IEM provides services and expertise at every stage of the emergency management cycle—from preparedness and mitigation to response and recovery.
